DOE Issues Notice of Test Data Availability for Battery Chargers .

Earlier this month, the U.S. Department of Energy (DOE) issued a pre-publication Federal Register Notice of Data Availability (NODA) regarding test results using the department’s proposed battery charger (BC) test procedure. This is the latest step in the DOE’s process to develop BC efficiency standards for the U.S.

The NODA focuses on recent testing of chargers that comply with the California Energy Commission’s (CEC) 2013 Appliance Efficiency Standards. (In spite of differences in efficiency requirements between the current California and proposed DOE programs, both standards rely on the same test procedure.) When the DOE compared their test results with data reported in the CEC’s Appliance Efficiency Database, they found a number of inconsistencies. This prompted the department to publish its test data, hoping to solicit manufacturer feedback to uncover any potential ambiguities in the Federal test procedure.

The NODA also includes a number of areas where the DOE is seeking comments and requesting information from stakeholders, including how to test: 1) battery chargers capable of performing adaptive charging, 2) battery charging units that are equipped with a battery that is used exclusively for back-up power, and 3) wireless battery chargers.

A public meeting will be held to discuss the data and next steps on June 3, 2014, at the U.S. DOE Forrestal Building, Room 8E-089, 1000 Independence Avenue, SW., Washington, DC. To attend, contact Ms. Brenda Edwards at Brenda.Edwards@ee.doe.gov. The meeting will also be available as a webinar; to register, click here.

More information on the rulemaking, including milestones, can be found on the Battery Charger Test Procedures page. All notices, public comments, public meeting transcripts, and supporting documents associated with this rulemaking are included in Docket No. EERE–2014–BT–NOA–0012.
